Global Shared Care Records 2025

KLAS Research - Healthcare IT Insights

Successful HIE Deployments Outside the US

Introduction

Across the globe, data sharing is being facilitated across the continuum of care as regional groups (i.e., loose affiliations between neighboring healthcare organizations, formalized regional initiatives, country-wide initiatives) form to support the use of shared care record technology. A shared care record, also known as a health information exchange (HIE), is a system with the primary purpose of enabling information exchange between care organizations and/or social institutions that use various care records. Adoption of this technology varies widely across global regions and is growing thanks to various government or regional initiatives. For this report, KLAS interviewed 22 organizations (representing 14 regional shared care records in 6 countries outside the US) identified by shared care vendors as customers who have successfully used the technology to facilitate patient data exchange. This report looks at both the scale and scope of data exchange across these networks to provide insights into benefits, cost, connected settings, interoperability standards, and best practices. The complete case studies can be found in the full report.

Focus of the Global Shared Care Records 2025 Report

Shared care records often follow a hub-and-spoke model, connecting all the organizations within a network. The focus of this report is on the standalone HIE technology supporting these networks to facilitate broad data sharing between unaffiliated organizations using multiple care records. Note that this report does not represent a comprehensive census of all shared care records; rather, it is intended to help provide insights into successful data-sharing collaborations.

One Patient, One Record Healthcare organizations rely on a wide range of systems to deliver care — from EHRs and pharmacy software to scheduling tools and billing platforms. But when each system stores patient data separately, inconsistencies, duplicate records and identity challenges can disrupt care and limit AI implementation, workflow optimization and data exchange. Recent HIMSS Market Insights research confirms that healthcare leaders recognize the strategic importance of accurate patient identity data, yet persistent issues continue to undermine progress.
