The P3N improves and coordinates patient care by helping providers find patients' medical records—in real time—anywhere on the P3N network. Patients and providers benefit from these connections through reduced redundancy of tests, better coordination of care, improved patient safety, and lower costs.
The P3N exchanges data among five P3N Certified HIOs across Pennsylvania and the Pennsylvania Department of Corrections (DOC). Although specific clinical documents data will differ per participating HIO and their members, data in response to a P3N query generally includes allergies, clinical documents, diagnoses, inpatient emergency department, outpatient emergency department, immunizations, lab results, medications, pathology reports, patient demographics, problems, procedures, radiology reports.

Georgia Health Information Network
The Georgia Health Information Network, or GaHIN, is a nonprofit organization dedicated to creating a healthier Georgia through the use and exchange of electronic health information. GaHIN is the state-designated entity for health information exchange (HIE).

East Tennessee Health Information Network (etHIN) is a non-profit, joint community initiative established in 2005 to serve the needs of healthcare providers in East Tennessee. etHIN’s purpose is to create a healthcare information network that is used by authorized providers, supports improving patient outcomes, and helps to potentially lower the cost of healthcare.

Greater Houston HealthConnect (GHH)
Greater Houston Healthconnect is an independent, community-based organization responsible for enabling information exchange among healthcare providers in a 24-county region. It is tasked with mobilizing healthcare information electronically across organizations to enhance the safety, quality, and efficiency of care and improve information access throughout the region. Key stakeholders include healthcare providers, payers, employers and the community as a whole.
1 Based on publicly available information and best estimates, ISC-supported HIEs contain *unique* records for apx. 156.9 million individual patients. As of July 2025, the U.S. population is estimated to be apx. 340.1 million. 156.9/340.1 = 46.1%. However, not all HIEs provide a specific number, and there also is a chance that some HIEs, particularly HIXNY and Healthix, may have overlapping individuals (same individual in 2 different HIE patient index). So, to be conservative, recommend we frame this as “more than 40%”.
2 This number is something of a SWAG – our calculated total is 19,937, but this is also based on estimates, and I was not able to update the figure for all HIEs – so even a small growth in connections should have increased the count above 20,000. Further, to the best of my understanding this number is based on the number of external data systems (EHRs, etc.) that the HIE connects to – a conservative count – vs. total number of providers, facilities, etc., that may be served by the HIE – which would be a significantly larger number. Based on this, I believe 20,000 is a defensible number to use in this context.
